Tempus Project QUEECA - Quality of Engineering Education in Central Asia

QUEECA is a Tempus project which aims at setting up and implementing a system of Quality Assurance of Engineering Education (EE) in Central Asia countries, finalized to the pre-professional accredition of engineering programmes (i.e. accredition of educational programmes as entry route to the eng. profession). The accredited programmes must satisfy the same pre-requisites for the award of the EUR-ACE quality label, i.e. the EUR-ACE Framework Standards (EAFS) and the European Standards and Guidelines for Quality Assurance in Higher Education. This will be achieved by the creation of a network of National QA/accreditation Agencies (and possibly a Regional Federation) able to accredit engineering programmes and authorized by ENAEE to award the EUR-ACE quality label, through the following steps:


1. Create a National EE Society where it does not exist (in Kazakhstan, strengthen the existing KazSEE) and a CA Federation of EE Societies, partnered with SEFI and IFEES.

2. Adapt the EAFS and formulate analogous CA Standards (CAEAS) in Russian and English.

3. Create Accredit. Centers in each CA country (with a Regional coordination); train the relevant “accreditors“.

4. Run a series of Trial Accreditations with intern. teams to test the draft CAEAS and the local accreditors.

5. Taking into account the Trial Accreditations results, formulate the final version of CAEAS.

6. Conduct a first run of pilot accredit. of eng. prgms and award the first EUR-ACE labels in CA.

7. Formulate a self-supporting financial plan for carrying out accredit. after the project closure.

The QUEECA consortium includes European partners from Italy, Germany, Belgium, Portugal and the United Kingdom and Central Asian partners from Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan.

TEMPUS programme objectives priorities

Events

On November 26-29, 2012 in Menaggio (Italy) kick-off meeting of the Tempus project QUEECA - Quality of Engineering Education In Central Asia has been held. 28 partners from Italy, the United Kingdom, Portugal, Germany, Belgium, Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan have attended the kick-off meeting. During the meeting the purpose and objectives of the project, work plan of the project were discussed, jobs are distributed among the partners, project coordinators from each country were selected. Within the frameworks of kick-off meeting the Governing Council’s first session has been held, on which the distribution of the project budget was discussed.


On 3-4 April, 2013 in Almaty, Al-Farabi Kazakh National University The first Forum of the European Union Tempus project QUEECA -Quality of Engineering Education In Central Asia has been held Kazakhstan EE Society KazSEE  and the National Academy of Higher Education of Kazakhstan were co-organizers of the event of high international level.

The Forum has become a platform for discussion of issues on improve the quality of education in the field of natural sciences and the development of Central Asian accreditation standards of natural and technical programs in accordance with European standards and the requirements of employers. During this forum the project of QUEECA standards and guidelines on internal quality assurance of engineering programs was presented.

The forum was attended by project partners from Central Asia, the European Union: the University of Florence, the European Network for Accreditation of Engineering Education(ENAEE), Association for Engineering Education of Russia (AEER), The International Federation of Engineering Education Societies (IFEES), the Engineering Institute of Lisbon (ISEL), European Society for Engineering Education (SEFI), the Italian Agency for accreditation of engineering programs (QUACING), and representatives of the MES of the RK and the board of National Economic Chamber of Kazakhstan "Union" Atameken".


On October 2, 2013 Head of Accreditation department Bakhytkul Abdizhapparova participated in the first monitoring of the international Tempus Project QUEECA - Quality of Engineering Education in Central Asia  (QUEECA), which was held at the D.Serikbaev East Kazakhstan State Technical University (Ust-Kamenogorsk). Monitoring was conducted by coordinator of the National Tempus Office Shayzada Tasbulatova. The event was attended by coordinators from other partner universities of Kazakhstan. Monitoring included a report of each coordinator about progress of the project at the university, including the effectiveness of its implementation, its influence on educational activities of the HEI.


On October 14-15, 2013 in Tashkent the second meeting of Tempus Project QUEECA - Quality of Engineering Education in Central Asia  was held. The meeting was attended by Head of Accreditation division of Academic affairs Department  Bakhytkul Abdizhapparova and specialist of accreditation division Irina Abuova. During the meeting the implementation of first year’s planned activities were reviewed, the next steps for the effective implementation of the project were discussed. Each coordinator of the Central Asian country made ​​a presentation about project realization and the results of in-country monitoring conducted by the National Tempus Office. Separately, the question about  analysis of the QUEECA standards draft for internal quality assurance in engineering education was considered. Working Group of the University have developed proposals to improve and adapt QUEECA standards to the conditions of the Central Asia.


On June 9-10, 2014 in Florence (Italy) a meeting of the project was held. Specialists of Accreditation division of Department on academic issues Irina Abuova and  Nargiza Yakubova participated in this  meeting. During the meeting the implementation of activities according to schedule was reviewed, further work on the project was discussed. Each Central-Asian country coordinator made presentation about project progress.   European Network for Accreditation of Engineering Education (ENAEE) held a workshop. At workshop the modern trends of engineering education, agencies’ authorization process for issue the EUR-ACE quality label are considered. Within frameworks of meeting it was held round table   on the theme: "Accreditation of Engineering Programs: Best Practice in Europe and Central Asia".


In the period from 30 June to 2 July 2014 in the framework of the TEMPUS project "Quality of Engineering Education in Central Asia» (QUEECA) a training workshop for experts in the field of professional and public accreditation of engineering educational programs organized by the Association for Engineering Education of Russia (AEER) was held. Program of training workshop included the following topics: Audit of educational programs of the university, Criteria and procedure for accreditation of educational programs, Self-study procedure (university and educational programs), Professional accreditation of educational programs: system development, Learning outcomes, Objectives of the educational program. Chiefs of Faculty of light and food industry Urazbayeva K.A., Kaldybaev R.T. and Head of Accreditation division of Department on academic affairs Abdizhapparova B.T. were successfully trained on the training.

On June 8-9, 2015 Head of Accreditation department Bakhytkul Abdizhapparova participated in the Republican seminar “National Qualifications Framework: from methodology of architecture to implementation practice (http://www.erasmusplus.kz/index.php/ru/) which was held at the L.N. Gumilyov Eurasian National University (Astana). There was exhibition of Tempus IV projects results in the frameworks of the seminar. The project QUEECA - Quality of Engineering Education in Central Asia was awarded by certificate “For contribution to internationalization of university”.

On September 25, 2015 head of center of organization of academic process Adyrbekova G.M. and specialist of division of organization and control of quality assurance for training in foreign languages of department of academic affairs Tukibaeva A.S. participated in the meeting of Tempus project QUEECA “Quality of engineering education in Central Asia” which was held at Florence University (Italy). Issues of further prolongation of the project were discussed; results of performed work according to the schedule were summed up.
