Shymkent, May 31 - participants of the «CAPSTONE PROJECT» research competition, implemented by Penal Reform International (PRI) with the support of the Embassy of the Kingdom of the Netherlands in Kazakhstan, presented the final research projects at theM.Auezov South Kazakhstan State University.

The «CAPSTONE PROJECT» dedicated to human rights courses in Kazakhstani universities, has created a new educational tool for improving the learning process and introducing research methods - capstone projects, widely known in the international research community.

Since October 2018, a number of activities related to the project, with the participation of representatives of local authorities, the administration of the university, as well as PRI international and national expertswere conductedin the M.AuezovUniversity. Official launch of the project took place with the participation of 21 students majoring inLaw and International Relations, who were selected for participation in the project based on the results of two qualifying rounds. Over the course of eight months, «CAPSTONE PROJECT» students, had participated in activities initiated within the framework of this project, while conducting researches on topical issues of human rights protection in the Republic of Kazakhstan.

Ms. Nora Dessing, Deputy Head of the Mission of the Embassy of the Kingdom of the Netherlands in the Republic of Kazakhstan, noting the need for support of students says: “The Embassy of the Kingdom of the Netherlands in Kazakhstan has supported the Capstone project for several years at different universities throughout Kazakhstan and I am happy that this year’s edition took place in Shymkent.The future of Kazakhstan lays in the hands of its youth. Students present here today and all students throughout Kazakhstan will play an important role in these developments. They will help determine and shape this country’s future.Therefore, it is my hope and wish that everything that was learned during the Capstone project will have a lasting effect on the students personally and that the knowledge that was gained will aid the development of Kazakhstan”.

“Today, integration processes in legal systems have noticeably increased in the world. Globalization influences the system of legislation of each state separately and becomes one of the factors determining the main development trends of states, which requires the legal community to develop new ways of interaction, mechanisms for consolidation and coordination. Today's event is a promising form of consolidation of the efforts of the legal community to solve specific professional problems, as an experimental platform for achieving mutual understanding in solving actual problems of development and integration of national legislation,”said the Rector of the M.Auezov South Kazakhstan State university, Ms. DariyaKozhamzharova.

Regional Director of Penal Reform International in Central Asia, Mr. Azamat Shambilov also notes: “«CAPSTONE PROJECT» can be considered a breakthrough project for Kazakhstan, as it involves the successors of today's human rights defenders - future lawyers, journalists, judges and prosecutors. I am sure that by carrying out field research within the framework of this contest, the project participants changed their views on the penitentiary system and the law enforcement system as a whole. Seeing the realities and realizing that not all the legislative changes aimed at humanization are working, the students came to the conclusion about the need for reforms and proposed their own solutions to the existing problems.”

 As a result of the competition, the first place was taken by the team of lawyers of the Department "Criminal law and criminology" with the theme of " Ways to improve the mechanisms of re-socialization of persons convicted of serious and especially serious criminal offenses." The winning team won a free internship in the Netherlands. All winners and participants were awarded diplomas and certificates, as well as memorable gifts from the Office of the International prison reform (PRI) in Central Asia.

Сондай-ақ Орталық Азиядағы Penal Reform International аймақтық директоры, Азамат Шамбилов атап өткендей:"CAPSTONE PROJECT" жобасы Қазақстан үшін серпінді жоба деп санауға болады, өйткені оған бүгінгі құқық қорғаушылардың мұрагерлері – болашақ адвокаттар, журналистер, судьялар мен прокурорлар қатысады.Мен конкурс аясында далалық зерттеулер жүргізе отырып, жобаға қатысушылар көп жағдайда пенитенциарлық және жалпы құқық қорғау жүйесіне көзқарасты өзгерткеніне сенімдімін. Бұл ізгілендіру жұмыстарына бағытталған барлық заңнамалық өзгертулердің жүзеге аспайтындығына көз жеткізген студенттер,  реформалардың қажеттілігі туралы тұжырымға келіп, қазіргі мәселелерді шешудің өзіндік жолдарын ұсынды». 

Сайыс қорытындысы бойынша «Қылмыстық құқық және криминология» кафедрасының заңгерлері «Ауыр және аса ауыр қылмыс жасағаны үшін сотталған адамдарды қайта әлеуметтендіру механизмдерін жетілдіру жолдары» тақырыбында бірінші орынды иеленді.  Жеңімпаз Команда Нидерландыда тегін оқу тәжірибесінен өтуге жолдама алды. Барлық жеңімпаздар мен қатысушыларға дипломдар мен сертификаттар, сондай-ақ Орталық Азиядағы Халықаралық түрме реформасы (PRI) өкілдігінен естелік сыйлықтар табыс етілді.
