At M.AuezovSKSU held an open lecture "Human Rights and the rule of law" in the framework of the project "CAPSTONE PROJECT»

February 6, 2019 on the basis of M.Auezov South Kazakhstan state University held another public lecture on "Human Rights and the rule of law" in the framework of the international project "Capstone project" organized by the Mission of the international prison reform Penal Reform International (PRI) in Central Asia with the support of the Embassy of the Kingdom of the Netherlands in Kazakhstan.  Speakers in the framework of open lectures were leading experts in the field of human rights, members of the Public Monitoring Committee: Chairman of the Public monitoring Committee (PMC) in Shymkent and Turkestan region -R. R.KhobdabergenovaPresident of "Reliable support" - V. I. Skryabina, lawyer of "South Kazakhstan Association of lawyers"-J. Montaeva and other members of the PMC. The event was attended by students and teachers of the departments of "Criminal law and criminology" and "International relations and customs" of the faculty of Law and international relations, which are directly involved in the project.

On October 3, 2018, a Memorandum of cooperation was signed between M. Auezov SKSU and the representative office of Penal Reform International (PRI) in Central Asia, which launched the project "CAPSTONE PROJECT" at the University. Within the framework of the contest "CAPSTONE PROJECT" 21 students were selected among the students and 7 teams were formed to conduct research on selected topics within the project "Capstone project".

It should be noted that the lecture was held in the format of "professional talks", which allowed the participants to exchange views and discuss topical issues of regulation of norms and practices of international and national legislation in the field of human rights protection in Kazakhstan, for example, the greatest interest among the listeners was caused by examples from the professional practice of the lecturers of the Public Monitoring Committeeconcerning the protection of the rights of convicts and the problems of re-socialization.

It should be noted that today the Public Monitoring Commission – PMC) is the most powerful and independent mechanism of public control to date,the mechanism of public control of the criminal justice system, i.e. members of the PMC are representatives of NGOs, lawyers, forensic experts, doctors, psychologists, social workers who have access to closed institutions and constantly conduct monitoring visits to these institutions.

PRI is a global non-governmental organization working to reform criminal justice around the world, the creation and promotion of solutions in the field of prison reform and sentencing, taking into account national specifics

At the end of the meeting, all the participants thanked the guests for a useful and exciting lecture and expressed hope that such meetings will become a good tradition.
