Tolegen Mukhtar Adilbekuly

Born in Sholakkorgan village, Sozak district, Turkestan region, into a family of teachers.

In 1997, graduated with honors from Y. Altynsarin Secondary School № 1 and enrolled at the Kazakh State Law University in Almaty. In 2001, graduated with honors from the Faculty of Investigative Criminology with a degree in Law.

From 2002 to 2006, completed postgraduate studies at the Institute of State and Law of the Kazakh State Law University. In 2006, successfully defended his PhD dissertation, earning the academic degree of Candidate of Legal Sciences.

In 2011, awarded the academic title of Associate Professor in Law, and in 2018, awarded the academic title of Professor.

As part of his continuous professional development, he studied Economics at I. Zhansugurov Zhetysu State University from 2016 to 2018. In 2022, he graduated from S. Amanzholov East Kazakhstan University with a Bachelor’s degree in Pedagogy and Psychology.

His career started in 2001 at the North Kazakhstan Law Institute of Kazakh State Law University (Pavlodar). From 2001 to 2003, worked as a first-category specialist-translator of the Organizational and Personnel Department, lawyer, executive secretary of the admissions committee, and lecturer at the Department of Criminal Law and Civil Law Disciplines.

Reserve Captain of the Ministry of Defense of the Republic of Kazakhstan (MoD RK Order dated May 04, 2023, Order No. 142-OС).

Since 2012, member of the Republican Educational and Methodological Council at the Kazakh State Women's Teacher Training University and a member of the Integration Committee of the EurAsEC Education Council (Minsk).

In 2019, elected Academician of the Kazakh Academy of Pedagogical Sciences. In the same year, became a Corresponding Member of the Kazakh National Academy of Sciences of Higher School.

From September 2019 to March 2021, worked as a member of the Dissertation Council at the Kazakh Humanitarian and Legal Innovation University in Semey.

From November 2019, worked as Chairman of the East Kazakhstan Branch of the National Engineering Academy of the Republic of Kazakhstan.

Since September 2020, Vice-President of the Asian Universities Alliance, comprising higher education institutions from Armenia, Kazakhstan, China, Kyrgyzstan, Mongolia, Russia, Tajikistan, Thailand, Malaysia, Afghanistan, and Uzbekistan.

In 2021, elected Deputy of the Maslikhat of Ust-Kamenogorsk City.

From June 2021, worked as a member of the Ethics Council for East Kazakhstan Region under the Agency of the Republic of Kazakhstan for Civil Service Affairs.

In 2021, elected Full Member (Academician) of the National Academy of Legal Sciences.

In 2023, appointed member of the Pedagogical Ethics Council under the Department for Education Quality Assurance of the East Kazakhstan Region. In 2024, elected member of the Board of Trustees of the Education Department of East Kazakhstan Region and Abai East Kazakhstan Humanities College.

Scientific Works:

Published 4 study guides and 3 monographs. Authored more than 70 scientific articles and conference abstracts in prestigious publications across Kazakhstan, Turkey, Germany, Belarus, and the Russian Federation. 4 scientific articles are indexed in the Scopus database.

Among his highly renowned international works is the article "Issues of State Organs, Social Organizations and Mass Media Interaction in the Struggle Against Crime in the Republic of Kazakhstan," published in the Middle East Journal of Scientific Research (Scopus, CiteScore – 2.0).

Research Internships:

Completed a research fellowship at the Institute for East European Law in Munich (Germany) in 2012, and at the Polytechnic University of Valencia (Spain) in 2013. In 2014, completed professional development courses for university executives at Nazarbayev University in partnership with the Lee Kuan Yew School of Public Policy (Singapore). In 2021, completed the "Education Manager" course at Omsk State Pedagogical University (Omsk). In September 2023, completed executive education coursework under the Academic Leadership Institute program (Bath University, Reading University, and Cardiff Metropolitan University) (London, UK).

On July 13, 2026, following the session of the Republican Commission for the selection of the Chairman of the Board – Rector of Higher and Postgraduate Education Institutions under the Ministry of Science and Higher Education of the Republic of Kazakhstan, he was appointed Chairman of the Board – Rector of NCJSC "M. Auezov South Kazakhstan Research University".
