The conference, titled "Transformation of Legislative Support for Small and Medium Enterprises in the Republic of Kazakhstan: Scientific Paradigm, Enforcement, and Strategic Vectors', served as an important platform for discussing pressing issues in legal science.

During the opening ceremony, Maksat Yelikbay, a candidate of legal sciences and dean of the faculty of law, congratulated the honoree on his milestone birthday, emphasising his significant contributions to domestic legal scholarship. He also delivered a congratulatory message on behalf of Darkhan Akhmed-Zaki, the university's Chairman of the Board and Rector.

The gathering brought together colleagues, qualified legal experts and scholars from Shymkent, Astana, Almaty and Turkestan, who shared memories of Professor Bitemirov's professional journey and presented insightful reports.

A highlight of the event was the address by Esbergen Orazuly Alaukhanov, Doctor of Law, Professor and Academician, who spoke about prominent legal scholars such as S. Z. Zimanov and N. B. Mukhitdinov. In his congratulatory address, Academician Alaukhanov praised Professor Bitemirov’s professionalism, dedication, and creative approach to science. As a gift, he presented his textbooks to Professor Bitemirov and the Dean of the Faculty of Law for use in their teaching activities, wishing continued creative success to the university's entire faculty.

Scholars from Uzbekistan, Kyrgyzstan and Turkey also joined the conference online, sharing their scientific insights on the legal regulation of small and medium-sized enterprises, legislative improvements and international best practices.

The conference successfully highlighted the scientific school, professional accomplishments and lasting impact of Professor Kairat Turlybaevich on legal science, proving to be an insightful academic forum.
