E. A. Tokbergenov’s practice-oriented approach is a key factor in training competitive specialists

The 2026 meeting of the Eurasian Intergovernmental Council was held in Shymkent. The Prime Minister of Kazakhstan, Olzhas Bektenov, hosted the heads of government of the Eurasian Economic Union member states at the event, held on 26–27 March. At the same time, Shymkent hosted the Digital Forum, a major event dedicated to advancing digital technologies and innovative solutions.
A key highlight of the forum was the signing of a tripartite Memorandum of Cooperation, marking a significant step towards developing a regional ecosystem that unites education, science and business. The signing parties included IT City Development as the project initiator, MOST Holding as the overseer of the technological and educational components, and local business representatives. This collaborative framework embodies the modern 'Triple Helix' model, creating synergy between government, industry and academia.
The Memorandum aims to foster digital competencies, support start-up initiatives, and drive joint innovative projects. Crucially, it focuses on aligning educational programmes with practical business needs in order to prepare specialists for the digital economy. This partnership is particularly relevant in the context of Shymkent's ongoing IT-City project, which involves the construction of modern infrastructure to support regional technology, entrepreneurship, and human capital.
A. Tokbergenov, a signatory to the Memorandum and a practitioner-lecturer and employer within the MBA master's programme at the Department of Economic Theory at M. Auezov South Kazakhstan University, plays a vital role in advancing these initiatives. He embeds a practice-oriented approach into the curriculum by mentoring graduate students in developing applied projects and start-ups. This model equips students with essential competencies, including analytical thinking and entrepreneurial skills.
