The new version of the Constitution of the Republic of Kazakhstan will officially come into force on 1 July 2026. To mark this significant historical and legal milestone, M. Auezov South Kazakhstan University organised a scientific and expert symposium to celebrate the new Constitution's implementation, uniting the scientific community, experts, and students. Azimkhan Isabek, our university's official spokesperson and press secretary, moderated the meeting.
The event aimed to promote democratic principles and constitutional values, enhance citizens' legal awareness and strengthen the rule of law in society.
In her speech, Aisana Sman, Head of the Department of Criminal Law and Criminal Procedure, Doctor of Law and Professor, noted that 85 perсent of the updated Constitution's content has been revised. She stated that the new document places special emphasis on strengthening national identity, preserving culture and mentality, and improving modern mechanisms for protecting human rights and freedoms. Furthermore, the Basic Law extensively addresses the rapid development of digital technologies, the legal regulation of artificial intelligence, and the protection of national interests.
Ermek Bekbosynov, PhD, lecturer in the Department of International Relations and International Law, highlighted the legal mechanisms and legislative frameworks for the practical implementation of the constitution following its entry into force. Zhandos Sarsenbekov, a senior lecturer in the Department of Political Science with a Master of Science degree, elaborated on the changes in the new constitution regarding the system of public administration.
At the end of the event, the speakers called on young scientists to study the new constitutional norms comprehensively, emphasising their importance for the development of legal science.
